In this work we describe the strategic planning module of a decision-support system (DSS) for operators of energy-efficient buildings and spaces of public use. This DSS is been developed within the EU Energy Efficiency and Risk Management in Public Buildings (EnRiMa) project. In particular, we focus on Symbolic Model Specification (SMS) by defining the model entities, including variables, objectives, parameters, and relations. Finally, some numerical examples are shown.
